Pre-election program priorities: a) 1. Ensuring state territorial integrity. Solution of Abkhazia problem through direct negotiations with Abkhazia government on the basis of mutual compromises, with international organisations guarantees. Withdrawal of Russian troops, liquidation of Russian military bases. Solution of Tskhinvali problem through negotiations 2. Friendly relations with all neighbours (legalisation of corresponding basic agreement with them). Close relations with European Atlantic Union. Special relations with NATO. Entering European Union. Preparing necessary legislative basis for this political step. b) Land reform: giving agricultural land free (at least half) to all citizens. In the next stage, secondary market of land should be created. Land owner can also be a judiciary person registered in Georgia. This will make foreign capital interested and support attraction of finances, will develop agricultural-credit system. 2. Taxation reform means reduce taxation and increase taxpayer number. Guarantee of taxes extraction and establishing order in this branch. We assume that taxation reduce is the main condition of rapid economic development. We do not agree to protectionism. Customs tax should be reduced. Customs taxes should go to development of local industry. Independent collecting and controlling bodies should be created, central treasury and taxation inspection. About 1/4 of budgetary incomes should go to local budget. Besides, a half (about 13%) of these taxes should be distributed proportionally to tax extraction and the second part according to territory measures and economic conditions. This system will erase economic unbalance among regions. Other taxes (property, land and others) should fully go to the budget. It is necessary to create job contract basis in social sphere. Two types of basis - temporary and constant one should be established, priority should go to the first one. Social insurance should be taken into account and this should be provided by an employer. Pension reform should take place, as a result of which each citizen will individually create pension funds and will individually define the amount of pension. c) Territorial arrangement of the state should be based on regional principle. After Abkhasia problem solution we can think about federalism (even asymmetric one).
