Memorandum of Understanding on Pre-election Agitation and Use of Administrative Resources
On May 5, Memorandum of Understanding (MoU) was signed between the Central Election Commission, the Inter-Agency Task Force for Free and Fair Elections and seven local NGOs.

With the memorandum the signatory parties agree on uniform understanding of the articles prescribed in the Election Code of Georgia (Article 45, 48, 49) and confirm to be guided by the MoU during the administrative and judicial proceedings.

The memorandum was developed on the basis of joint working meetings between election administration and seven NGOs. The meetings were organized by the International Foundation for Electoral Systems (IFES). Over the last few election cycles IFES has facilitated signing of similar memorandums, which ensure the equal conditions for the sides involved in electoral processes.

The memorandum is open for political parties to sign upon their will. Other NGOs also joined the MoU.

The similar MoUs were signed during the election period in 2008, 2010, 2012 and 2013 years.
