Some NGOs agree with the public defender’s recommendation to control the use of the pardon by the President according to the constitutional and legal frameworks.
Ucha Nanuashvili assesses that any pardon must be based on human principle, though it must be in certain frameworks.

“When a prisoner doesn’t plead guilty, granting pardon must be determined by other criteria, unlike the prisoners, who plead guilty and ask for forgiveness”, Nanuashvili stated.
The chairperson of the Georgian Young Lawyer’s Association Kakha Kozhoridze says that by amendments to the President’s order, the president said “I can pardon everyone despite any criteria and I can release anyone whenever I want. This is the authority the president has now. It of course needs regulation”, Kozhoridze said.
