Local self-government elections of June 15, 2014
According to the requirements of the Constitution and the Electoral Code, by the order of the President of Georgia countersigned by Prime Minister, local government elections will be held on June 15, 2014.

As a result of elections will be elected representatives of 71 representative (City Council) and executive (governor / mayor) bodies.
Elections of the Local self-government Representative Body – Sakrebulo
Sakrebulo of a self-governing community shall be composed of 15 members elected through the proportional system and one member elected through the majoritarian electoral system from each community and city on the corresponding territory, included within the composition of this self-governing community.

Sakrebulos of self-governing cities: Rustavi, Kutaisi and batumi is composed of 25 members, out of which 15 members are elected through proportional electoral system and 10 – with majority election system under a single-mandate local election district.
Sakrebulos of self-governing cities: Foti, Zugdidi, Ozurgeti, Ambrolauri, Akhaltsikhe, Gori, Mtskheta and Telavi is composed of 15 members, out of which 10 members are elected through proportional electoral system and 5 – with majority election system under a single-mandate local election district.

Tbilisi Sakrebulo is composed of 50 members, out of which 25 members are elected on the territory of a single-mandate majoritarian election district, and 25 – through proportional electoral system on the whole territory of Tbilisi.
In total 2088 members of Sakrebulo should be elected in al municipalities, out of which 1050 - through proportional electoral system and 1038 – with majority election system under a single-mandate local election district.
A majoritarian candidate having received more votes in a single-mandate majoritarian election district shall be considered elected for Tbilisi Sakrebulo. If two candidates participating in the elections have received equal votes, the candidate, first to file an application on registration with the relevant DEC, shall be deemed elected.

Mandates in Tbilisi Sakrebulo under proportional system shall be distributed only to those election subjects having received at least 4% of votes cast by the voters participating in the elections. Mandates shall be distributed pursuant to the rule established by the present Article. For ascertaining the number of mandates received by the party lists, the number of votes received by the party lists shall be multiplied by 25 and divided by the total number of votes received by those parties/election blocs having acquired no less than 4% of the votes cast by the voters participating in the elections. The whole part of the derived number is the number of mandates received by the party lists. The number of votes derived from invalid ballot papers shall not be included in the number of votes cast by voters participating in the elections. If the total number of mandates received by the party lists turns out to be less than 25, each of undistributed mandate shall be conferred sequentially first to the party lists that could not acquire a mandate according to the rule established by paragraph 1 of the present Article, but received at least 4% of the votes cast in the elections. If undistributed mandate(s) still remain thereafter, one mandate will be given sequentially to the party lists that have received at least one mandate and have better balance than others. The votes of invalid ballots are not considered in the amount of votes cast by the voters participating in the elections.

Right to run for Sakrebulo has a party, an election bloc, a candidate nominated by a party, an election bloc and an initiative group voters composed of 5 people, registered with the relevant election commission are entitled to run for Sakrebulo. Nomination of a candidate by an initiative group of voters shall be endorsed by the signature of 1% (not less than 50 voters) of supporting voters, registered on the territory of a corresponding local election district.

A Georgian citizen having attained the age of 21 by the polling day, may be elected a member of the Local self-government Representative Body - Sakrebulo. A citizen, who has lived in Georgia at least for last 5 years, including at least 2 years before calling the elections, may be elected a member of Sakrebulo.

Elections of the Mayor/Gamgebeli

On June 15 2014, Georgian citizens will elect Mayors of 12 self-governing cities and Governors of 59 communities on the basis of the universal, equal and direct electoral suffrage, for the first time.
A Georgian citizen having attained the age of 25 and having electoral suffrage may be elected a member of the Mayor/Gamgebeli of the Self-governing City/Community, who has lived in

Only a party/election bloc, who was registered shall be authorized to nominate a candidate for Mayor/Gamgebeli
A candidate shall be considered elected in the election of the Mayor/Gamgebeli, who has received more than 50% of votes cast by voters participating in the elections. The number of votes of invalid ballot papers shall not be counted into the total number of votes cast by voters participating in the elections.

If in the elections of the Mayor/Gamgebeli none of the candidates received necessary number of votes defined by Article 168 of this Law, a run-off shall be called. 2 candidates having received more votes in the first round of the elections shall participate in the run-off. If two or more candidates receive equal number of votes, or if several candidates following one candidate with best results received equal number of votes, all the above candidates shall run in the second round of elections.

A candidate having received the highest number of votes in the second round of elections shall be deemed elected. If the candidates receive an equal number of votes, the candidate having received more votes in the first round of elections shall be considered elected. If the votes received in the first round are equal, a candidate having registered earlier shall be considered to win the elections.
